Mark Hooghiemstra MInstTA, MAE, Managing Director

I joined the Dutch Police in 1990. As a Constable and Detective, I drove both marked and unmarked Police vehicles as an armed emergency response driver and Traffic Specialist. During my Police career, I have attended and analysed well over four hundred Road Traffic Collisions, from the daily minor ‘mishaps’ to the more serious multiple injury and fatal accidents.

Aldbar Limited (formerly ‘Hooghiemstra Investigations’) specialises in opinions of evidence in road traffic incidents and personal injury accidents and I have handled in excess of two hundred and fifty criminal and civil cases for solicitors throughout Scotland, ranging from Section 1, 2B and fatal Section 3 cases to dangerous/careless driving offences, H.G.V. Tachograph fraud charges and personal injury reparation cases

In January 2006, I attended the TDC ‘Accident Investigation’ Course in Manchester, had in-depth theoretical and practical training in the investigation of all forms of Road Traffic and Personal Injury Accidents and was subsequently awarded with a Certificate in Accident Investigation.

In November 2007, I attended an Accident Investigation Course in Edinburgh, which was organised by The Royal Society for the Prevention of Accidents.

In 2009 and 2011, I was a delegate at the biannual ITAI-EVU International Accident Reconstruction Conferences and was lectured by various international speakers in a wide variety of topics, including night time driving, visual perception, fatigue and corresponding eye blink rates and partial overlap pedestrian collisions. I also attended workshops in pedestrian collisions and scene photography.

At the MIRA Motor Industry Research test track at Nuneaton, I attended workshops in the specific dynamics of heavy vehicle roll-overs.

In my capacity as an Expert Witness, I have provided evidence in Solemn and Summary proceedings within Courts throughout Scotland, at the Court of Session, at Fatal Accident Inquiries and at the Traffic Commissioner’s Office.
